If the folder "obb" does not exist inside the Android folder, create it manually.

Open ZArchiver. Navigate to your Downloads folder. Tap the Gta_5_Obb_1.6GB.zip file. Select "Extract to..." The destination must be: Storage/emulated/0/Android/obb/ Gta 5 Obb Zip -1.6 Gb-

After extraction, you should have a folder named something like com.rockstargames.gtav or com.gtav.mobile inside the OBB directory. Inside that folder, there must be a file named main.obb (or several split files). If you see a folder inside a folder, move the OBB file up one level. If the folder "obb" does not exist inside
